Ir Thomas HO On-sing, JP

Chairman, Construction Industry Council (CIC)

Ir Thomas HO is the Chairman of the Construction Industry Council (CIC). The mission of CIC is to CONNECT LEAD and EXCEL. He possesses over 40 years of experience in construction industry. He has been dedicated to spearheading project management and general management, safety initiatives, sustainable development and innovation excellence in the construction industry. He is very active in community services and professional associations’ activities and is recognised by the industry as the figurehead in promoting excellence in construction management, as well as sustainable and quality construction. In recognition of his advanced mindset in advocating innovative and green construction initiatives, Ir HO received the Outstanding Achievement Award from Hong Kong Institute of Construction Managers in 2018.

John Lacey, CFIOSH, HFAPS, FAISIA

Former President, Institution of Occupational Safety and Health (IOSH)

With 40+ years within the construction industry and the health and safety management environment, John has built up his knowledge from practical hands-on experience. Working as Safety Support for various multi-national construction organisations and in the local government field he also overseen, offices, workshops and factory fit-out operations.

 

As part of the IOSH Working Party for Guidance to the CDM Regulations, John is fully aware of the application of the Regulations and regularly assists clients with practical implementation, both safety in design and construction operations.

 

John is a Chartered Fellow of IOSH., a Former President of the Institution (2003/4), He is an Honorary Fellow of the Association of Project Safety and Fellow of the Australian Institute of Health and Safety.

 

Closely involved with the Asia Pacific Occupational Safety and Health Organisation (APOSHO), he worked closely with the Organising Committee for APOSHO 33 (2018) which was successfully held in Hong Kong in 2018

Er. Ho Siong Hin, P.Eng, Hon FIES, Hon FIOSH

Senior Director, Ministry of Manpower, Singapore

Engineer (Er.) Ho is currently the Senior Director for International Workplace Safety and Health with the Ministry of Manpower, Singapore.  He holds the concurrent appointment of Vice Dean for the School Regulation under the Ministry of Manpower Academy. 

Prior to these appointments, he was the Commissioner for Workplace Safety and Health from 2015 to 2019.  As Commissioner, he spearheaded the transformation of the work injury and ill health prevention culture in Singapore.  

Er. Ho holds several positions in various organisations including:

  • President, International Association of Labour Inspectors (IALI)

  • Chairperson, International Social Security Association (ISSA)’s International Section on Prevention in Trade, Goods Logistics and Port Handling or “ISSA Trade” in short.

  • Honorary Fellow of the Institution of Occupational Safety and Health, UK

He was President of the 21st World Congress on Safety and Health held in Singapore in 2017.  
 

Tony Small, CMIOSH

Director, Gammon Construction Limited

Mr. Tony Small is a Director of Gammon a multi-disciplined construction and engineering business based in Hong Kong with operations throughout Southeast Asia. He is the Director responsible for Health and Safety, Sustainability, Quality, Security and Audit.

Tony was formerly a Building Services Engineer and held technical and management positions before moving into the safety, quality, and environmental fields. He came to Hong Kong in 1997 to work on the Airport Core Programme and then worked in the UK and Europe on rail infrastructure projects. In 2010 Mr. Small returned to Hong Kong and joined Gammon from Balfour Beatty a shareholder of Gammon where he previously held similar positions.


Tony serves on IOSH HK branch as immediate Past Chairman and serves on the main committee of The Lighthouse Club HK and is a Professional Advisor to Hong Kong Metropolitan University for programmes in Occupational Safety and Health.
